DRAFT MINUTES OF THE EIGHTH MEETING of the Committee held in the Conference Room, Dover House, on May 16th, 1946.

Apologies for absence we re received from Mr. Cox,
Sir George Moss, Professor Penson, Sir Humphrey Pride aux-Brune and Dr. Priestley.
Mr. Burney and Dr. Channon were unable to be present.
I. Mr. Bryan asked that the words "between China and Hong Kong" might be substituted for the words "with China" in paragraph 20 of the minutes of the last meeting. Subject to this amendment the draft minutes of the seventh meeting we re adopted.

Miss Ruston read an extract from a letter from Sir George Moss tende ring his resignation on account of his recent accident. Committee expressed their sympathy with Sir George Moss and expressed the hope that he would not resign but that he should continue to be a Member even though he would be unavoidably unable to attend the meetings for the time being. Miss Ruston also said that Professor Penson had written a note of suggestions
to and comments on Part III of the draft Report but that owing a misunderstanding for which she was responsible Miss Penson had not yet submitted this paper.

The Chairman referred to the redraft of Part I of the draft Report which had been re-written by Mr. Adams (HKUAC 38). There was general agreement that this redraft was an improvement and the question now for decision was whether Mr. Adams should be asked to expand his redraft slightly so as to include the more important arguments in Part II which might then be discarded or whether Mr. Adams' redraft of Part I should be retained in its present form and used as the main body of the Report and Part II be considerably curtailed and attached as an Appendix. Committee we re unanimous in considering that Mr. Adams' redraft should be accepted without alteration.

The Committee then proceeded to consider the reduction of Part II of the draft Report. (Arguments for the Committee's Recommendations). It was agreed that Sections 1 and 2 should be retained, that Sections 3 and 4 should be summarized, that the first part of Section 5 should be omitted and the whole of
